Well, why do you want to upload your torrent?
Anyways, now that u have a new hard disk & presuming that you have installed Bitcomet, and also have the torrent file,
1. Open torrent file in Bitcomet
2. In the dialog box, choose "Seed" and direct the folder containing the files to be seeded.
3. Choose Start Now and press OK.
Others will be stuck at 83.9% as there wont be any seeders to download from. Once you start seeding, their percentage will also increase.
Health is 29% means there are either very few seeders or very few downloaders or the torrent file has been created a long time back.
Regarding the rubbish data, it happens mostly while downloading only. I dont know about uploading. Check to see if you're downloading anything side by side or not.
