Something wrong with your RAM module. SPD tell the board the speed of the RAM in MHZ. But since yours is not telling anything, the M/B is switching to the lowest setting.

A more formal definition: The new DIMM-modules include a EPROM-chip holding information about the module. This little 8-pin chip works as a SPD (Serial Presence Detect) - a unit storing information about the RAM type. The idea is that BIOS can read this information and this way tune the system bus and the timings for a perfect CPU-RAM performance.
