Cookies are text files which hold the contents of a variable used by a webpage. You only need notepad to view them. It's stored in key-value pairs, or sometimes with other optional parameters like date, session, etc.
But there are cookie readers out there too. Here's one:

But you won't get much fun reading through some site-specific variables content.
