can`t open any site :((

hey everyone,
my uncle`s got a problem...
he has 56kbps modem... win98..... using Norton antivirus 2002 .....
he can connect to the internet....
but can`t open anysite... no matter which browser.. .. what can be the problem.. has tried almost everything a lot of cmputer guys told him to do.. but couldn`t solve the problem..
please help..
and help fast..

Proxy issues ..? Can he connect through programs other than browsers ..? like IMs .. Eprompter ..things like that ..?
