Default Problem while starting computer


hi freinds,
well I have p-4 1.5MHZ,128mb ram the problem is that when i start my computer the monitor has lines(disturbunces) on it and fails to load win XP or 98 and after I restart 3 to 4 time and then i could load win xp in safe mode and then I have to restart and then win xp or 98 loads in normal mode.What could be the problem?pls help.

If you use an agp or vga card remove clean it and then put it back..

try using a spike guard or another power stabilizer... if this doesn't work then try changing the SMPS...
