to perform a low level format on a seagate hdd , get the official software seagate disc manager from their website. other companies must be having similar software though dm works on all almost all drives. low level format is used mostly for damaged/bad hdd's.

It removes all the partitions but doesn't delete the data. Remember, data can still be recovered (or spied upon) by data recovery utilities.
