As far as I've seen - dbPowerAmp Music Convertor (dMC). You can download it from dbpoweramp.com. Also, this and similar topics have already been dealt with in the forum before. Kindly search before you post. (Click on the Search link at the top and enter "mp3 ogg convert" and select "Search for all terms" and hit enter and browse through the results)
