Does Y! 7 Beta allow PC-to-phone calls ?

I think Y! 7 BETA's new phone feature is like Voice chatting.
We can call other computers and start voice chatting using microphones.

Of course its legal. VOIP was earlier prohibited by the Government because it amounted to loss of ISD revenues. But it has been made legal since quite some time. So enjoy
