Default Kernel Processsor Usage always shown as 100%

Kernel Processsor Usage in my system is always shown as 100% (System Monitor) even when the system is just booted up and no particular application is opened other than those in the startup group. Will somebody please suggest the reason and remedy?

Athlon XP 1600+, 256 MB, TNT2 card, 98SE with updates, MS Word, Avast Antivirus, Zone Alarm, Adaware, FreeRam XP

As I mentioned, it is 98 SE, with the Unofficial Updates.
Secondly, the system has not slowed down noticeably.
Third, I scanned using Spybot, Ad Aware and Avast with no threats found. Also using Zone Alarm. All regularly updated.

Is the network connected? I seen many instances of the lan drivers causing compatability with some XP2 updates.

When did this start? IE what did you do from before when it was working fine.

There is no question of Xp-2 since as I had mentioned, it is 98 SE with Unofficial Updates from digit, with firefox. There is no network. Unfortunately I did'nt notice exactly when it started but earlier it never was like this.
