what does term "Sticky" mean when it is pre-fixed b4 any topic in the QnA section

Sticky as in 'taking a notice and sticking it on a notice board', non-literally. That such threads are sticked for notices.

A 'stickied' thread is immune from flowing down into the backpages.

Any other normal or ordinary thread flows down under new threads that are opened atop it. Exception would be a case where only a single normal thread is opened and there are no new threads after that. This is a highly unlikely case.

Generally notices, forum rules, announcements from the mods, etc... are stickied in sections. Purpose being that they shouldn't get lost under other threads and it remains easily viewable for everyone... especially new members.

Simply - A sticky thread will not move no next pages....even if nobody post to it...it will stick to the top....
Normally threads with latest replies are moved to the top...
