Default Resizing Images....Am I doing it right???

I have a Moto Razr V3...I got bored of the packaged wallpapers so I decided to resize some from my huge collection....but the problem is that when i apply these in my cell i can see small pixel boxes which really make the picture unclear...heres what I did....

Opened the wallpaper i wanted to resize in Ms Paint
Selected the portion I wanted as a wallpaper on my cell
Opened a new Paint window and pasted my selection
Saved the selection (without changing the file type which is .jpg)
Opened Microsoft Picture Manager (Included in Office 2003)
Resized the image to 176X220 size

I have downloaded wallpapers from various sites like zedge.no made specifically for my cell.....I've found that some of them are the resized versions of the wallpapers i already have on my computer.....and these wallpapers are perfectly clear....what should I do to make the wallpers look clear on my cell???
