My webpage is hacked and later i could restore it with the help of hosting company.
i could find the culprits from logs

how can i report hackers and websites that promotes illegal hacking

Lodge a complaint with Cyber Crime section in your city's Police Commissioner Office

I dont think there much you can do, contact your web host and see what they say, or lodge a complaint in the Cyber Cell of your city crime branch, but I dont think that'll help much

You must report it to Cyber Cell.....
But,
If there is no financial loss then
Cyber Cell does not take it serious case......
