Is the 'Line-in' in Volume Control muted? Check please. Also is there a loopback cable from the tv tuner card to your sound card?

2 solutions ..

1. check the loop back cable is connected correctly.. this will be a small cable to connect the audio out of your tuner card to the line in of your soundcard..connect it , open sound properties, mixer and check line in is not muted and volume level is adequate.

2.if u r supplied with no loopback cable, there will be another cable which connects to your soundcard..this will b like the round cable with molex connectors at both ends which is used in CD drives...so connect it to your tuner and the other end to your soundcard aux input...open sound properties and check wether the aux volume is adequate an d not muted..
(normally, this kind of connectors can be seen on high end tuners only...)

I think this should solve your worries...

let me know if this helps.
