Suggest a good tv tuner/capture card

Hi,

I am looking for a good capture card to record TV. My main requirements are:
* MCE compatible - or atleast certified drivers must be available. (pathetic drivers are the main reason I am dumping my PixelView)
* Svideo + composite inputs
* Phillips tuner
* must work under virtual dub

(Buying it to record World cup matches )

PS: and can somebody give me a quick short explanation on DVB/T?

* I did some research and have come to like the "Winfast TV 2000 XP Global" from Leadtek. What do you think of it?
* Are Hauppaugecards available in India? How much does the WinTV-PVR-150 MC board cost?

EDIT2:
* I have a Phenom x4 9650 + 2G ram. Do I really need a Hardware MPEG Encoder? (Adds to cost.)
