If you make a exe in vb.net can you run it on a system not having .net framework like vb6 programs?

Even VB6 requires its runtime files, its framework.

Its the same with every other thing, even Java files require a JRE to run and so do .NET applications. You have to install the framework in the system where you are gonna deploy it, no go.
