Firefox/Opera have ones inbuilt.

In Firefox goto Tools > Error Console.
In Opera goto Tools > Advanced > JavaScript console.

Microsoft Frontpage can do that. Just set the js code and viw in preview mode. If there is an error, it will give you an ugly error message with liena nd char no.
