I use Windows Vista and require the best softwares that are available for programming in C.
For example , Compiler, Library, etc.


Also plz tell me if Microsoft Visual Studio can be used to create C programs ?

Yes it can be used to do that.

Or you could use something standard like Mingw bundled with Dev-C++.

MS has released a free version of Visual Studio (Express Edition) which provides users almost all the functionality except a few very advanced tools when compared to the full version. This version can be used to develop commercial projects also.

You can also look for Codeblocks + Mingw. In fact Codeblocks can be tied to any compiler you like: VS/Borland/Digital Mars, etc.
