Can you tell more about the actual version you downoaded and whether it was compatible to your OS ? And did it give an error or simply refused to run at all. Please provide more details.

Did you install Apache Server to test it ?

You can try WAMPserver instead on XAMPP package.
WAMPserver is much easier to configure. You can install/uninstall extensions with a click.
