Already got 1TB ext HDD, so only want lowest size HDD for Win,app installations.

No, I will be using LG 23" Full HD Monitor at 1920x1080

and plan on reusing?

Monitor, Speakers
. Also ignoring GFX Card for the time being due to budget limitations.

As soon as I can make my mind

No but I will be doing myself this time with the help of youtube or friends.

1. Processor
AMD FX 4100 3.6Ghz Quad Core Rs 6,900
There is lot of negativity in forums toward this processor but is otherwise top selling processor at least on flipkart !
i3 2120 beats FX in benchmarks but only marginally
, everything else seems to be in FX's favour.

2. MOBO
Asus M5A88-M
Rs 5,600
HDMI,DVI,USB 3.0,SATA 6Gbps and last but not least on board Radeon HD4250 as I am postponing GFX card purchase for few months for budget limitations. One of the website marked this whole config green for Max Payne 3. So will I be able to play most of the games on at least lowest settings/reso? If not I can wait until I buy gfx card. I have Xbox 360 for the time being.

3. RAM
Corsair Vengeance 4GB RAM 1600 Mhz
Rs 1,800

4. Cabinet
CM Elite 310 Rs 2,000

5. 160/250 GB HDD
6. Cheap Keyboard, Mouse

How much wattage SMPS will be good for the above config?

No doubt, intel core i3 2120 is best when it comes to budget gaming. I advise you not to go for amd fx 4100. You can fix your mind on i3 2120 or you can go for amd phenom ii x4 960t. Cosair cx430v2 will be more than enough for core i3, get a 450-500 watts for amd 960t or amd fx 4100.

Also go for Corsair Value Select 4 GB 1333 DDR3 RAM .

Op should go with gigabyte motherboard. Gigas have less failure %.

Then replace mobo and proccy with:
* Intel i3-2100 -- 6.4k
* Gigabyte GA-B75M-D3H -- 4.6k
And this a better performer than Phenom-II X4 960T
