Sainatarajan, OP has clearly mentioned that his budget is no more than 30K. So why suggest him a rig which is almost 5K over his budget? Just writing

Blue Ripazah, if you can extend your budget then the above config is the best but you've mentioned that you can't spend not a penny more than 30K. If that is the case then go with my suggestion. If you're unable to find CX 430 V2 locally then you can try Online shops like Theitwares, smcinternational.in etc. Otherwise you can get VS 450 which is enough for my suggested rig.
I can suggest you one change in my rig: Get a Core i3 2100 @ 6K. The total will be (27.15 - 3.2 + 6)K = 29.95K ~ 30K

You could get a generic case for Rs 600 and a normal 2.0 Speaker for Rs 300. So - 2.2k - Rs 300 discount - 1.3K for gfx card.

Its not for me ...its for my uncle's son and he is not having any item thar can be reused
