OR you can just buy a net-book, which is in the range of 18-20K.

^^ better to go with desktop than netbook,as it facilitates future upgrades.

buddy, i suggest you to wait for a month until Amd launches its bulldozer.
Coz right now Intel has high hand both in terms of performance, speed.
There are speculations that prices may come down after launching The Bulldozer. So you'll be able to build a decent build.
If bulldozer is a hit then you can have latest one at good price or if its fail then Intel is always there!

If you really want to build right now then you can choose dead end phenom cores from amd, though they are very good in your price range.
Or Intel i3 cpu, they are very good for gaming. They are even faster then amd phenom quads because they are old techology.
Go for latest intel and then upgrade to Ivy Bridge in future

Considering OP's Requirement nly to browse INTERNET and Play Movies and downloads.

It really doesnt make any sense to wait for BD. Even a Phenom is a overkill for this.

Go with Jas's Suggestion. And get any Athlon X2 or X3 and you will be fine.

I suggest u go with 880g based chipset to allow flexibilty wrt future upgrades to bulldozer. For your needs this config will last u years, if u just do small periodic upgrades.

    AMD Athlon II x3 440 3200/-
    Gigabyte GA-880GM-UD2H 4000/-
    4GB DDR3 1333Mhz Transcend 1200/-
    Seagate 500GB 7200.12 1900/-
    LG 22X SATA DVD 900/-
    FSP Saga II 500W 2000/-
    Zebronics Bijli 1000/-
    Dell 17"WideScreen LCD Monitor (E1709W) 4500/-
    Logitech MK100 500/-

    total=19.2k

If u must reduce ur cost then skimp on the processor and get a Athlon II x2 250 for 2.7k
    Then total becomes 18.7k

    Further u can reduce the ram to 2GB DDR3 1333 @ 0.6k
Then total is further reduced to 18.1k

This wont affect ur config since ur needs are basic computing. But still this rig has potential to become a powerhouse by just upgrading the ram, procy and adding a gpu(if needed later)

if you wanna go intel then
    i3 2100 + H61 Motherboard around Rs.9000
    4gb Kingston DDR3 @ Rs1300
    500gb Seagate Harddrive @Rs.1800
    Corsair CX430 PSU @ Rs.2200
    Ati Radeon 5670 @ Rs. 4000

    total : 18300
