I think 5k-5.5k budget is too low to get cpu-mobo-ram
Intel Celeron 430: 2k Gigabyte G31 mobo: 2.5k 2Gb DDR2 800MHz ram: 1.2k

Go for AMD CPU as the budget is low.
CPU: X2 - X2 - 4200+ : less than 3K (approx) Mobo: any cheap model from Biostar/Gigabyte/ASUS. with PCI -E slot for graphics card if needed in future. : 2.2 k (approx) RAM: 1 GB DDR2(Transcend): 800/- (approx) You can compromise with CPU & can go for less speed cheaper one. That will work fine. No worries. U can upgrade RAM later if u wish.
