root problem while installing packages in UBUNUTU

i m using ubuntu 8.04
when i click on syn manger for installing packages from internet....it opens and requires the root password ..when i submit the password...it gives error like
cannot open gnome-help ...contact ur system administrator

and we cannot login as root from the main login screen.........

1. For safety reasons, unless you are in recovary mode root login is discouraged and disabled
2. The password you need to enter is actually not the root password, but your OWN password

then how can i download new packages from net?can u tell me the whole procedure????
