HOW TO INSTALL linux softwares given in digit cd/dvd

i mean how to install any softwae in linux without active internet connection.. in ubuntu/synapmatic, it refuses to (in add third party software, add cd rom to find any debian package in cd/dvd). also when i download something from net or just extract the software in the disc on desktop. i can't figure out what next. it is really frustrating........ please help me with both fedora 8 and ubuntu 6.10

the softwares given in digit is sources mostly.so,it is better to neglect these things!
if .rpm packages are given.u can try it in ur fedora
unlike in windows,GNU/Linux got better package management with listing of most available packages in nice GUI apps like synaptic,pirut etc
