You need to get hold of a hosting service provider. Get an account, see what control panel he offers, get hold of the documentation and within no time you will be on your way.

Hope you have a little bit of idea of Web Designing stuff.... all you need is a webhost with cpanel and some space to play with... you'll become a pro in webhosting in no time...

yup.. GNUrag is correct , though neither WHM/Cpanel is free or opensource....
There is a control panel for hosting providers called WHMsubs is open source.. but i haven't found any thing like cPanel which is free or opens source

Please reduce ur avatar size.... coz u might be banned if u misuse ur right ! For the one who asked about hosting and forum. Just a get a free or paid hosting and be sure you have cpanel with fantastico, once you have them, installing and running a forum like digit is damn easier Or else you can also signup with some sites tht host forum baords remotely
