will I have to download whole 400 odd MB for monthly update?

^^If you don't like downloading updates stick to Xfce 4.6.
I use it with Conky and I think its a complete DE and has great stability and features.
You get a new version released every 2 years, and yearly around 2 updates.

No re.. Somewhat 150Mb

They didn;t fixed the dolphin bug

After viewing the changes , I would think the answer is yes, its going to be a considerable download. Whether its worth it or not is another question. Review the changes, if you are happy sure download it .
