Default Caching apt and mass updating multiple Ubuntu PCs over networks

Hi everyone
I had a few doubts related to updating mass deployed Ubuntu linux systems.

1. Is there any way to run AptOnCD genrated packages from a network server?
2. Even better can we make the above into a deb repo which can be updated after the IT department clears the packages for stability?
3. Is there any other way of keeping their PCs running Ubuntu updated, without each of them having to download patches?

I do not find any option to add "plain rpm directory" as a source in synaptic, else just like in openSUSE, all that need to be done is have the admin make a nfs or smb or ftp share with the packages, and add the share as a repo.

Thank you

One of the FCM (Full Circle Magazines had an article about this also. I might have to check which one but Im pretty sure I read an article off of FCM or one of the common Ubuntu sites about it.
