Exclamation 6500 Classic

Well guys,

One of my frnd bought Nokia 6500 Classic from Norway which has "Made in Hungary" label. When he switched herein in India it says enter registration code. Whts dat guys?

AFAIK, its not unlocked to india. Is it the problem?
