guys i heard that apple phones are releasing in India with in a month.
That too it cost only Rs 8000 .
Is it true.

I want to buy a cellphone in US with in $400. My friend is in US .
Which phone i can ask for?
Do i have any problem if i us use US cell here in India?

If you have 400$in hand, get N82 in India. Far more worthy because for iphone

1) that 199$ is the base price
2) there are customs charges
3) there is a 2yr contract which should be enabled at the time of purchase.

The iPhone will NOT cost 8000/-.

8000/- is the base price of the product and not the price at which it will be sold to you. Apple products have huge taxes here in india and therefore the initial price of the product will be 8000 + Taxes + Plan charges + Misc charges.
