can we make calls from HP IPAQ

I'm Planning to buy a HP IPAQ but can't find any information about the Network Band it supports.

can you please let me know if i can use my HP IPAQ as a mobile phone as well.

Following are the IPAQ's, i'm planning to buy

HP IPAQ RX 1950
HP Ipaq HX 2190
HP Ipaq 214 Enterprise

Never ever buy Hp Ipaq. HP doesnot provide proper service policy. They will replace the unit during warrenty. But after warranty or in warranty void condition they will replace it and charge you Rs.11,900 (with 3 month warranty) where as it is available in market at Rs.8,900 (with 1 year warranty). These are for HP Ipaq 512. They donot perform repairs at board or chip level. The build quality is very poor. Made in China !!! The HP toll free no. IVRS doesnot have menu choice for Ipaq users. Difficult to contact them for service issues.
