[Query] VOIP Phone/Internet Connection

One of my friend wants to install a VOIP phone at his home, they donot have a access to a PC. He said his cousine will be sending a VOIP Phone and he needs a internet connection. They will be using it to call to US.

I wanted to know whats the minimum speed required ? will going for BSNL HOME 250 be worth it ? or any other ISP with 256Kbps be enough for VOIP?

I am not sure about the legality of using a VOIP Phone and its conditions in India . AFAIK the calling cards which are available have to be used from PC trough their dialer. but this is not the case. Is there any kind of registration/Fee which we have to give to the "Govt" for making VOIP calls from phone. Can you guys please clarify my doubts.

I am confused on how to convince them about the legality of this.

One of my uncles has it too..his both sons live in US. Works with 256 with no issues.

As for Legality, i think its Legal since VOIP was made legal by Govt a few years back

DIGIT dis month said dat 64kbps shud suffice 4 VOIP,so 256 must b more dan sufficient
as 4 being able 2 use just a VOIP-enabled phone, d callin card provider shud b contacted, BSNL duznot come in2 d picture
