S60v3 is the next edition of the S60 interface based on the Symbian OS.
S60v3 comes with an enhanced security system, as a result of which, it had to break compatibility with the previous editions of S60.
V3 introduces better graphix and if i am not wrong, it also introduces SVG.

If you have an option between V2 and V3, go for V3.

OS 8.1 (S60v2 FP3) also supports active standby.
S60V3 FP1 also supports flash screensavers and a lot many more features over S60V3.
