go for motorola c168 or nokia 2600 or se j320i these are cheapest and j230i has fm

cheapest .. is determined by ur requirements
just grossly in terms of money then .. it can be those 2nd hand phones in the grey market .. u can get one for 300 bucks
the most economically viable phone is the nokia 1100

it has
+ GPRS
+ good battery life
+ STEREO FM (SE J230i is mono fm )
+ 128x128 65k color display
+ Really slim
- motorola UI
- slightly big size
- may not you like its look
AND THATS ALL FOR ONLY Rs.2800

1100/1108 are good. Also check 1112 and 2300 (this one has FM too).
