Talking which is the least costly SIM card

this is a question from one of my friend who works in a Mobile com .

problem is that for him outgoing call ( local / STD ) is also free from office and
hee stays in office from 9 to 9 . Now his mobile's massive talk-time has come to an end . SO he want a sim card just to stay in touch i.e he wants no outgoing
only incoming . SO which card he should use ? I told him to use lifetime prepaid card Rs 999 ( with no outgoing talktime value ) . Can anyone suggest anything better?
