I read specifications of Philips 355 at a price of less than 5K: 82gm,65K colours,GPRS(class 10),JAVA,good "camera",8MB memory,built in audio DJ-------------WOW worthy phone for the price we pay.

Friend, I have a Samsumg C200 which costs only Rs. 4050. It has 65K colours,GPRS(class 10) & Java Games. u can download games also. It has 2000 Phonebook memory and 200 SMS memory.
And also MMS.

Panasonic A200 is an another price worthy phone. With price tag of only Rs. 3500. It will give you a bright 65,000 color screen, Gprs, Wap 2.0, 512 KB of meomary, preinstalled themes, wallpapers and Polyphonic ringtones.

Nokia 3200 (I doubt whether it is freely available,eventhough nokia India website says it is present available model) with a price tag of 5.9K and less with a funny colour phone,changeable insert cover,Camera,FM stereo,EDGE,good voice clarity is a 'we can try' kinda phone.
Don't ask me why I've sold this phone in 10days and got LG B2000!! may be I wanted 65K instead of 4096.
