Try Samsung Galaxy Ace S5830 : Rs 14,990. This is the best for me in that budget.

Avoid Samsung Ace... it sucks...

You have 3 choices
1. SE Neo V
2. Samsung Galaxy SL
3. Motorola Defy

when there isn't anything better in your budget, then how can someone suggest anything else? If you feel that way, research on your own and buy.

You want to save money, get Motorola Defy but it won't get Ice Cream Sandwich update from Motorola.

Well even if you buy iPhone 3gs you wont get a bigger screen. Rather a screen of 3.5 inch
need a bigger screen? Double your budget and get a Samsung Galaxy S2.
As you can probably see the Neo is the best you can get in your budget
