Default video call deficient andros

Today almost all the androids do not support video calling ,can anyone explain me why is it so??

I guess only SGS2 supports it, that's too Samsung modded it.

That is because Google has not included video telephony stack into their Android code, and none of the OEMs have bothered to do it themselves.
