the budget is really bad. i not saying low, but bad. cause at that budget theres a lot of mobiles (team Android vs team Symbian) but none of them worth the price.

a quick check at flipkart gave the following result:
Sony Ericsson XPERIA X10 Mini Pro @ 15-15.45k
Motorola Flipout @ 15k
Dell XCD 35 @ 15.4k
Motorola Backflip @ 16k
LG Chocolate BL40 @ 16.9k
Sony Ericsson Aino Classic @ 16.9k
HTC Touch2 @ 17.5k
Sony Ericsson Vivaz @ 17.85k
Samsung Wave II S8530 @ 18k

so either increase your budget & grab Motorola Milestone.

OR lower budget to 13k and get one from the Android duo of Samsung G551 or LG O1.

OR get the one marked bold.

I somehow do not like Aino and Dell XCD
You can look for
Nokia X6 and HTC Wildfire
Check online for these two...............

X6 runs S60 & Wildfire has a low resolution + slow processor. simple wastage of money.

18k is good amount, do why waste that previous money of yours on Nokia N97 mini??? (yup, you got it right this phone doesn't deserve a price tag of 18k)

For second question- it differs from person to person, for me it's android.

For third one- a great number of available apps, lots of hacking options and for more google it

In you budget Nokia C7 (S^3) and Samsung Wave 2 (bada) seems to be best
Sadly android has no 'value for money' offering in this price category.

Get the Wave II. You won't regret

EDIT: OK, you may regret a bit for the lack of Android but the hardware specs would make up for it.

decreasing the budget will get you some good usable android mobiles at ~12k. so, until you want Android only, get the Wave II.
