Re: MTNL or Vodafone ?
MTNL is cheaper and Vodafone is better. But as you just want it for incoming calls, go for Vodafone.

Re: MTNL or Vodafone ?
Vodafone has the best network in Mumbai, but is relatively more expensive than every other provider. If its only for incoming, get a Vodafone.

Re: MTNL or Vodafone ?
MTNL - cheaper
Vodafone - better network.
The choice is urs - which one do u prefer.
I m using Dolphin and Vodafone and I personally find network of Vodafone is the best though Dolphin is much better than airtel but not as gud as Vodafone.
U may also experience some congestion issues with Dolphin but the GPRS speed of Dolphin is toooooo gud.

Re: MTNL or Vodafone ?
The only advantage I have is I am in roaming in Mumbai with my BSNL connection and I am not being charged for GPRS at all (not even the rental).. This is not due to any trick but some problem in BSNL's server. Their system shows my gprs as inactive.
Speed of 9-12 KBps is gr8 in mumbai compared to other service providers. Sometimes it does go upto 13-14 KBps but it is once in a while
