Depending on your usage, if music is a priority take a look at Nokia's 5310 Xpress Music (Rs 8500) or if you don't mind a slider Nokia's 5300(Rs 6000 or so I'm not sure). Motorola's ZN200 is also an option (Rs 6500 or so). If a good camera is important look at SE phones most have a built in flash. The Nokia N72 is now out of production else it fits your budget ,see if you can get an N70 it has flash and music performance but is bulky (if you can stretch your budget to Rs 8500) also it uses the symbian S60 software allowing 3rd party app installation to even play DivX videos.

Is any HTC cell good in the range of 7000 - to - 9000 rs ?

Yes, EM30 is a good phone. It has great build quality, good looks and good sound quality. But the display is a bit small and the keypad will take getting used to.

will it be slow if i use a 2 gb memory card ..?? ..

is em8 better than EM30 ...is it more costly ... what is the difference between them ?
what os do these EM cells work on .. ??? Do they support estra softwares like opera , quicktime,ultramp3,java games,real player ?
