not exactly indian but yea i know a few:

www.gidforums.com <- covering a whole lot of topics
www.howstuffworks.com <- not a forum.. but gr8 site
www.tech-forums.net

there are a lot more... u just need to search wisely

btw.. dont forget lockergnome if you want windows twaeks and hidden secrets

Its the one of the best I have come across and has a pretty good member list.
