Help needed in upgrading a P4 PC

Hi,
I have got a Pentium 4(2.4GHz) computer with 256 MB RAM and is planning to upgrade.
I have got a budget of Rs. 12,000. Of this, I am planning to get a new SMPS, 2x1GB RAM, Processor and Motherboard.
I use my computers mainly for playing HD movies, video editing and sometimes for playing games.

Could anyone reccomend a good Processor and Motherboard within this budget.

Is your Rs. 12,000 exclusively for the CPU and Motherboard or does it cover the RAM and SMPS too ?

Yes Rs 12,000 is including SMPS and 2GB RAM.

Rs. 2,000 will be needed for the RAM. Transcend or Kingston Value RAM 800MHz DDR2.
Spare Rs. 3,000 for a good quality SMPS from CoolerMaster.
You are left with 7,000.
So get the AMD Athlon X2 4800 or 4850e for 3.2K
And spend the remaining money on a motherboard.
Get Zotac GF8200 for 3.4K or if you are lucky enough, An 780V motherboard for 3.5K.
If you save money on the SMPS, get a 780G motherboard for 4.4K from MSI or Gigabyte.
