How shud I Format HDD

My friend has a seagate HD....which has certain bad sectors...but he can boot
the OS but cant delete anything whenever he do so..they appear after reboot
which is annoying...now he wants to format the whole HDD (which he cant using
bootable CD method or format any drive within OS )

will he able 2 format it...is it possible ...if yes then what 2 do...any tool or app

will this software format the Bad Sector HDD....

coz I've tried every options 2 format but failed...

No, it won't format bad sectors.

try using with the sites with proxy if u have some restriction....but i dnt think its becoz of restriction..however is the above site for LOW LEVEL FORMAT...and is it done online??
