how come u have a scratched DVD with undamaged shiny surface

Data Recovery is a part of probability....

Just chec whether printed side is perfect or not the data is stored there only

the plastic is only for support purpose...

^^ There might be a burning error, maybe? Try ISOBuster. Just open the drive in it, navigate to whatever file you want, extract it to your hard disk.

Easy to use Isobuster. Just open the DVD in the isobuster window and select
the rar file to extract. Specify location. If DVD is damaged it may take ages.
You can also try CDroller another useful software.
