XPS 1530 - System cannot restore

Hi I have a DELL XPS 1530, i have installed a TV tuner and same was working fine, but now if i start my system i get a blue screen saying due to some hardware changes system not able to restore and enter Safe mode and uninstall new hardware.

am trying to enter safe mode by pressing F8 but it does not enter safe mode but it go's to same blue screen.

After this blue screen i get two options
1) Enter Windows from restoration point
if i choose it go's back to blue scree.

2) Delete restoration point and go to boot menu
i have not tried this option.

i do not want to reformat and install OS freshly, i want the data on my hard disk,

Can any one help me how can i get my data, and solve this problem.

why don't you directly call dell's helpline.
It would be much better
