Default Video encoding

What should be the approximate time taken to convert a 500 MB VCD file to .vob file on Athlon X2 3600+ on MSIK9ngm motherboard with 512 MB of RAM? On my PC it is almost 50 Mins. which I think is quite slow for a dual core processor. Will a graphics card improve the time?

Graphics card has nothing to do with encoding. And all encoders don't support multicore support. But it may use all the available RAM, if you are using professional Encoders. The time is normal on a Bad encoder as your input is MPEG.

Are you on MultiPass or Single Pass? Which Encoder?

The latest version of x264 supports multi threading and it runs upto 6 threads on a Quadcore machine.

More core is better for X264.
