Blurring effect in LCD monitor

My new Acer LCD monitor showing blur effect not only on the fonts and on images too. The effect is like a drunken man seeing the small fonts or images. Please suggest how to remove the blurring effect.

I don't understand what the problem with the monitor is and fear I will have to consume few pegs to understand.
