Default New rig.....HDD Prob

Hey frds,
Bought new machine today:
1. C2D 6320
2. Asus P5B
3. Transcend 2GB dual ch DDR2 800MHz
3. WD 250GB SATA-II HDD
4. XFX 256MB GF8600GT
My problem is that, when I connected my HDD and started format it using winXP bootable CD it shows me 130GB space...? What could be wrong? Is hard drive faulty?? Or anything else....?
