I need an LCD Monitor with inbuild TV Tuner Card..........

I am in search of a Hardware Device
My friends has 4 offices in 4 different floors, He has putted cameras in every office & all the cam connected it to a BOX which at last has a Cable Wire in it
the cable wire will plug in 1 TV for View of Cams

Now he need a TV but TV will be very big & he has very very less space

His budget is around 8k

In this budget he cant get a PC with TV Tuner Card & LCD Monitor

So Is their any option like LCD Monitor with inbuild TV Tuner card
So that he can put only LCD monitor & can view his Cam
or any other device like this

Pls help me If you know any device

He can easily use a External Tv Tuner card with LCD/CRT monitor....No need for the PC at all(No Software Installation,No PC bootup,Even don't need any PC). The External TV-Tuner card directly connect with Monitor VGA port and another cable available to connect to the Cabinet's VGA out for working in the PC.
Power adopter,remote control,audio cable and necessary cable/output input port comes with bundled package.

This month digit reviewed some of them in their test center.

BTW,What type of cable input he use in the monitoring TV ?
