Exclamation SMPS got a Boo Boo :(

Hi,
I hv a Intel Celeron 1 Ghz System with Mercury SMPS 115/230 V, 6A/4A : 250W,
Recently I was hearing cery faint "Keeeech Keeech" sound from the SMPS and my PC was not POST ing ...
even when it POSTed and booted into the OS [XP] , it wud suddenly restart without any reason.
While it didnot POST , the LEDs of my CDRW and DVDRW wud constantly blink.
I think my SMPS hv given out on me..
So i had it changed, I bought a new one from Foxin [ 400W] and PC is working fine.
I don't hv a UPS as of now.
What do u think was the cause of my trouble ?
Do I need to get a UPS ? if any then from which company, the guy from whom i bought SMPS is asking me to get a Proview UPS , but when I insisted on APC he said to me that APC has trouble with Low Voltages... is that true ?
Is Proview worth the odd 1700 bucks ?
Let me kno ppl!
Thx in advance

i'm using an APC ups for bout 4yrs and uptill now hav had no probs with it.
as far as low voltage is concerned the ups operates at 160V input.
